Thomas brings more than 10 years’ experience working with multiple Federal, State, and local HIV/AIDS, Prevention, and Care programs. Programs such as Ryan White HIV/AIDS programs (RWHAP), Centers for Disease Control and Prevention (CDC), Housing and Urban Development (HUD) Housing Opportunities for People Living with HIV/AIDS (HOPWA), HUD Supportive Housing Programs (SHP), Community Development Block grants (CDBG), 340B Pharmacy program, and Hospital and non-profit organization administration. Thomas specializes in strategic planning, quality improvement, quality management, needs assessments and special studies, Ryan White planning council operations, prevention and care standards/updates, fiscal and program monitoring, as well as grant writing and organizational operations. As Vice President of Client Services at Collaborative Research, LLC. (CR), Thomas supports increasing client efficiencies and effectively improving daily operations on multiple levels from Federal to local AIDS Service Organization (ASO) and Community Based Organization (CBO) programs.
Prior to joining CR, Thomas was Grants/Contracts administrator at a non-profit ASO in Norfolk, Virginia. While in that role, Thomas successfully managed more then 23 Federal, State, and local grant awards for multiple HIV and STI prevention and care programs. He was also an integral part of implementing a 340B Pharmacy program at the ASO which lead to additional funding for HIV prevention and care.
Thomas holds a bachelor of arts in psychology from Chowan University; a MBA with an emphasis in public administration, and a master of education with an emphasis in administration and supervision.
